WRO's Board of Directors
has two members from each neighborhood of our park
(El Bosque, Los Encinos, Hermitage, and Spindrift).
Directors serve for two years.
Half of the board is up for reelection in any year.
Here are our current board members:

I have been a resident of El Bosque since 1986. Alongside being a business owner, I serve on the governing board of the Santa Clara Unified School District TA1. I have previously run as a candidate for the California State Assembly AD25 and State Senate SD10. Currently, I am proud to serve as a founding WRO board member.

I am eager to continue serving for another term.

Hi! I'm Patrick Grimes. My family and I moved to Westwinds 30 years ago. I was alarmed on January 3, 2020, by the scary flyer on our carport that seemed to threaten us with eviction in 2022. I decided to help unite our community and fight this threat.

One week later, I attended the very first meeting of what would become WRO. We spoke with community organizers, lawyers, and former city council members. I attended and gave testimony at both the Housing & Community Development and the Planning Commission meetings. Because of our public testimony, both groups voted in favor of a new land use designation that would place an additional hurdle in front of redevelopers by requiring a city council vote. I helped post reminders of the upcoming city council meeting on every carport, and you responded. After almost two hours of public testimony, the city council voted unanimously on March 10, 2020 to protect not only Westwinds, but all 58 mobile home parks in San Jose!

However, the only way to ensure the long term security and stability of our community is for the residents to control the land. I helped organize a webinar to explain how housing co-ops can -- and have -- allowed residents to purchase their parks.

After the HCD inspection, I contacted Sacramento lawmakers and obtained a 60-day extension for fixing violations.

When new park management arrived, I helped organize multiple in-person and online events with our new manager, so residents could hear from him and ask questions.

The founding board members chose me as WRO's first president.

I will continue to put my time, energy, and abilities into keeping Westwinds an affordable mobile home park. Please join us in our work!

Hi, my name is Antonio. I’ve been a Westwinds mobile home park resident since 2013. We live in one of the best locations here at the SF South Bay area.

Since I heard about the chance of having to move, I started to join this group of talented people now the WRO board of directors.

Like many other Westwinds residents, I believe we can make our way of living affordable and stable for our families' future.

My name is Doug Lohafer and I am running in the election for a seat on the board of directors for Los Encinos. I have lived in Los Encinos since 1985.

A number of years ago the park had a residents association and I was a member of that association and also the president of the board of directors.

I am also a negotiator for a group on a real estate deal in San Jose and work closely with a real estate attorney. We are negotiating a real estate deal with Mid-Peninsula Housing. We have also had meetings with San Jose City Council members as part of our negotiations.

In the past I have talked with Bruce Stanton, who is a mobile-home law attorney, about issues in our park and I am also very familiar with the state mobile-home laws.

I have also been a member of CMRAA, a statewide mobile-home association which was similar to the statewide GSMOL association. CMRAA was primarily in Northern California.

I will state that I am good at public speaking and also meeting people and public officials on issues. I also work very well with attorneys.

My name is Dexter Goody. I live in the Hermitage area of the Silicon Valley Village MHP. I have been a board member in the past. I decided to take a year off, but continued to attend every board meeting as a resident. I’m adding myself to the election again this year. I care about the longevity of our park as an affordable living community and feel resident participation is important. I’m also the most active support person of the Westwinds Residents Facebook Group. I appreciate your time and vote!

My name is Dianne Whitfield. It would be my pleasure to represent the Hermitage Area. I am not very experienced when it comes to this form of volunteering. I have spent more time working for Rabbit safety and better living conditions. Before that, it was horses. But one thing is true: whether we are human or animal, we all deserve a calm and peaceful place to rest our head at night and have as little stress around our home as possible.

There is a lot more that could be said, but I am not sure yet what jobs I will be asked to help with.

I’m Jennie Wilstead Fay, and I would like the opportunity to represent you for another year. I took this volunteer position because I truly care about where we live and what happens to this park. I am one of the founding WRO Board Members. On March 10, 2020, I was in attendance at the San Jose City Council meeting at City Hall with the Mayor and council members. We were at city hall encouraging residents to speak and shepherding them through the speaker signup process. After one to two hours of public testimony (with speakers limited to one minute each), no one on the council wanted to be seen opposing this proposal. The city council voted unanimously to protect all 58 mobile home parks in San Jose! The vote was unanimous! Our new land use designation is "Mobile Home Park Only." This means that anyone who wants to redevelop this property to anything besides a mobile home park will need the city council to vote to amend the general plan.

I have resided in Spindrift for over 14 years; my husband with 35 years under his belt. As a homeowner and a resident of Spindrift, I take my role seriously and am genuinely concerned about what could happen to the inhabitants should the Westwind property be sold out from under us. I am dedicated and will continue to work diligently on our behalf towards a most favorable outcome for Westwind residents!
